Well Fiat 126p, was produced to 2000 in over 4.5 million units, and the engie was 704 cc Straight-2 and the power was 26 PS (19 kW)

Thats a not big proggrresion for over 60 years. And you still can meet that crapy communist box on wheels on the highway in Poland, so... in 1939 this DKW car was usefull and drivable on any road i guess.

I meant "power/displacement" but same goes for power weight, because engine certainly doesn't weight much and it doesn't need a big servicing area around it, the whole car can be compact and light.

That's actually a very good power/displacement ratio for 1939.

And, believe me, 20 horses are enough to go from A to B.

The longevity of that small engine is another matter.
