But the base model is FWD. They probably won't make an another version of this engine just for the optional drive.

I don't think it's an all new engine. It has the same displacement (1956 ccm) as the 160 PS single turbo. It really has 2 turbos, Opel's website and several other sites claim it, and I don't think that GM could make 195 PS 2 liters diesel engine with only 1 turbo. I believe that the strongest 2 liters single turbo diesel engine is the BMW's 184 PS one.
400 Nm is not much from a biturbo but it's probably because more than 400 Nm would be too much for a FWD car.

Top diesel Insignia. Originally the 190 PS 1.9 Fiat biturbo diesel planned to be top diesel Insignia but after the cooperation finally ended between Fiat and GM Opel developed this engine.
