I'm not surprised. The TLX Type S is more of a trackfocused beast, while the IS500 F Sport Performance is supposed to be more of a muscle car (not a big one, but more like the American V8 compacts of the 1960s and early '70s). The TLX is clearly more Euro-centric than the IS. Even as a midsize luxury sedan it still managed to run around the block with a compact sports sedan that had 100 horsepower more.
Don't pay too much attention to the straight-line metrics either, especially the ones posted by these American magazines. Had the TLX Type S lost its AWD system and cut down on all the unnecessary luxury amenities (circa 600 lbs), it will be on par with an IS500 F Sport Performance.
According to TorqueStats, with 90 kg added (average weight of an adult male in America; do we really see women driving in American mags?), the TLX Type S made 413 hp to the crank in C/D's instrumented test while the IS500 F Sport made 452 hp in M/T's instrumented test.

NEITHER are slow.
As a matter of fact, the TLX Type S is right on par with a W210 Mercedes-AMG E55 and a Jaguar S-Type R; only very slightly slower than the E39 BMW M5 and a C5 Audi RS6. Basically an early-2000s full-size supersedan.
The IS500 F Sport Performance is on par with the BMW M3 E90, Mercedes-AMG C63 W204, and also a tad faster than Audi's RS4 B7. Basically a late-2000s midsize supersedan.
