I think many owners upgraded to Euro spec. There probably was some exhaust work and little ECU tweaks involved and voila - full power. Most likely it was emissions related nerf.

In the Car&Driver same day track comparison M3 was only 0,2 seconds slower then 993S despite big power disadvantage.
It was much faster in corners.
M3 E36/E46 were a serious track weapons in the 90-th, unlike what it became now.
