I think that was time when turbo was the thing to have. Non-turbo were not competitive. Think Porsche 962 at Le Mans, 935 Moby Dick etc.
Regulations could be made to compensate for this by allowing n.a. cars to have much more displacement. But there was practically no limit of how much power could be squeezed out by forced induction and they didn't really know how far engineers could stretch these turbo engines. So I can imagine that by the time regulations were finalized, turbo technology already had moved on and you needed even more handicap on them to level the field.
Yet, of course, there have been n.a. turbo beaters. Like some of those super sexy V12 Jaguars.
