Each vote is only as good as your rank/user score. So new/fake accounts will have no voting power.

BR2, we cannot list all times. Imagine if I submit 100 times of myself in my Audi A6 in the same track and flood the track page with my meaningless, slow times? :D

You will have the option to show all times, but it will not be default. Default will be meaningful times - personal or vehicle records.

But i dont think just one should be listed, Like we have seen and discussed before, Some cars have times from mags, Some have times from independents, But i think both should be listed, Plus the voting system, That would just give the resident roll to just keep down or upvoting whatever he wants,

Laptimes, 1/4, topspeed, everything will be open to independents, but will also be subject to voting system like laptimes are now.

In track pages you will be able to switch between vehicle best, driver best or vehicle bests + driver bests which will be the default setting.

That is actually a really good idea.

Although that will prolly make waves and waves more of laptimes for the cars on the same tracks, Comments should be interesting.

I also think there should be a section where one can add a 1/4 Mile time thats done by an independant and not a magazine, That debate has been round for years, Literally, Could have both Magazine and Independant times, Pleases everyone.

No. Not any more. Because in new FL version all times will be preserved (and only best shown, by default).
