So apparently this lap time wasn't just bad due to Uwe Sener that is usually quite slow compared to other drivers. It was also just 2 degrees Celsius, which is way too cold for the Michelin Pilot Sport Cup R-tires.

Usually the Z06 handily beat the 992 GT3 which is 3.3 seconds ahead, so could be even faster.

Yeah there are some "shady" lap times there compared to other tracks/magazines. Let's give them the benefit of the doubt and think that some cars aren't properly tuned/dialed in while all Porsches run on 110% of their ability...
