This laptime was achieved within just 2 lap runs. Certainly could have gone faster. Or... Were those experimental Perellis way better than the stock tires?

Of course, maybe the 918 could have gone faster too

In the strictest sense, some lap times are useless, Nissan GT-R Nismo 7:08.68, Aventador and may be others.
There are no impartial observers, no informations about weight, tires, ...
Posting only the video isn't enough.

Is it seat missing or just seat rolled back and reclined out of the way for the camera-gear?

The rollcage probably didn't have much positive impact on the time, if any. This has already been discussed.

Was the car modified for the track? Video shows a seat missing and a rollcage. Weight reduction like that could disqualify it from the list as it may not be street legal, depending upon what modifications they did.

That's why it's the 20600m track not the 20800. The Zonda R was on the full 20800. The 918 was also on the 20600

Amazing lap time. Really relly nice driving. The corner entry is spectacular. Impressive how it get sticks to the ground when it passes through the pianos. Crazy flat out past.
