@ Bijan : Most of them is adding an more cfm in carburetor and also a lightweight parts. The example is Daytona when it's tested on Chrysler proving ground. Dodge using slicks tires more cfm carbs and aluminum front bumper, hoods and spoiler. They really satisfied of the result about 186 mph with only small 4bbl carburetor.

@ Super8 : Agree with you and now , much more .
But I think a non-slick car is my point , The Original one is more important ,than the Tuned one .
And I usually focused on the std cars , not modified , that came in the another category , for example as you know , the 60' and 70' Alfa romeo's that tuned by Auto Delta was much more faster than the standard ones , but we point to the std's always , that's more close to the historical facts about the 60' Sports cars and so ..
I also agree with your new claimed Top speeds , and must to say these numbers is more realistic than your past numbers , but you don't explain that, what is the " tuned" ones ? more cfm Carbs ? Hot Cams ? the open Headers ? bigger ports ? light weight parts ? or all of these ?
Any way the 165 mph is possible for a 3.23 HEMI Daytona , but I don't know are 186 is possible for a tuned one ?
And a mistake or typo : the Talladega/Cyclone can do 148-9 with 429 and 3.25 and the LS-6 can reach 153 with 3.36 , as they Red lines speak . be good.

Daytona and Superbird Hemi (3.23)
Max Speed : 186 mph (racing slick and tuned) 170 mph (racing slick) 163-165 mph (standard)
Charger 500 (3.23)
Max speed : 172 mph (slick and tuning) 162 mph (slick) 157 mph (standard)
Ford Talladega and Mercury Spoiler II (3.25)
Max speed : 172 mph (slick and tuned) 160 mph (slick) 155 mph (standard)
Chevelle SS LS6 (3.36)
Max Speed : 160 mph (slick tuned) 156 mph (slick) 149 mph (standard)
I'm still looking the other and here's some important information for you. Some sports cars like Corvette and Shelby Cobra in 60's to early 70's can be ordered without underrated engine but it's very rare because it need high octane fuel to run that car.

@ Bijan : Now i have a solution of your problem for impossible max speed. It's looks like back on 60's, some of the company do a tune up on their car to see how fast they can go but still in standard condition. Some of the Muscle Cars can reach such a high top speed not just because the long ratio but also modified by manufacture to slightly create more power but they're still a road legal. Those tune up will not feature on production cars unless the owner want to special order for race since it will be horrible if you drive up 160 mph with bad tires and all drums brakes. Some of the cars are fitted with racing slick tires to build more speed and to know how fast they can go using that tires. One of the example is Camaro ZL1 which when using standard tires, it can do 13.16 and when using racing slick could easily hit 11 sec with 4.1 final. Well i'm gonna post some data that i know later.

@ Super8 : Yes , you are right and I know about better aero on Charger 500 , the new rear window and the new grill , with only 67 were built with 426 Hemi .
But in this page , the 1/4 mile accelerations is about 13.5 @ 109 mph .... that exactly came from "HOT ROD" magazine that tested a 1969 Charger 500 HEMI in feb 1969 with a 4-speed and " 4.10 " final ratio , that means the Top speed must be something about 130-140 mph Max , with std tires and any driving standards .
